BUDGET ALERT: Proposal Impacts First 5 Kids


Governor Arnold Schwarzenegger’s latest budget proposal threatens critical early childhood developmental services by diverting $550 million in Proposition 10 (California Children and Families Act of 1998) funding to the state general fund. In addition to the proposal to reduce Proposition 10 funds by 50%, a senator is attempting to eliminate the State and County Commissions as well.

Thousands of children in First 5 programs, including those funded by the Riverside County Children & Families Commission (First 5 Riverside), could lose access to services if such legislative action was taken.

Hearings on the State budget will take place in March and April. In May, the Governor will present a revised budget proposal and negotiations will become more intense as the Legislature and Governor try to agree on a balanced budget by July 1. Any proposal to change First 5 funding requires a vote of the people.

Since approving Proposition 10 in 1998, California voters have voted down every attempt to redirect the initiative. Last year, California lawmakers' attempted to divert Proposition 10 money to the state general fund through Proposition 1D. Proposition 1D was overwhelmingly rejected by voters in May 2009.
